Postal dept ‘outsources’ work, ‘agents’ fill in for delivery staff at post offices


The OPAs are paid an amount of Rs 5 per article delivered. Between April to August 31, the OPA appointed in Pune MFL delivered 2,198 articles and was paid a total commission of Rs 10,990.

Shortage of staff at four post offices in the city has prompted the Pune Postal Department to, for the first time, ‘outsource’ some of its work. It has tied up with nine Outsource Postal Agents (OPAs) on the basis of work-based payments, and the OPAs have been filling in for the delivery staff since April.

“As per the circular by Department of Posts, if there are vacant posts in the post offices and excessive work load, the Postal Department can tie up with OPAs to get the work done. We have not tied up with any private agency, but with individuals, on the basis of work-based payment. The charge for the various works that they carry out are finalised by the department,” said Ganesh Sawaleshwarkar, Postmaster General, Pune Region.

The OPAs carry out jobs such as booking, picking up and delivering speed post, registered post, business parcel and express parcel within the city.

While as many as nine OPAs were hired in four post offices across Pune Rural, Pune City West and Pune City East in April, only four OPAs are active on the field. On why the other OPAs were inactive, Sawaleshwarkar said, “They left because they felt the payment offered for the work was too less.”
Of the four post offices where the OPAs are active, two are in Hadapsar, one in Phursungi and one in Hinjewadi.

The OPAs are paid an amount of Rs 5 per article delivered. Between April to August 31, the OPA appointed in Pune MFL delivered 2,198 articles and was paid a total commission of Rs 10,990. Likewise, the three OPAs appointed at post offices in Pune City East delivered 1,17,440 articles between April and August. Altogether, an amount of Rs 5,87,200 was paid as commission between the three OPAs.

“Since it has only been a few months… we are yet to understand all the issues that can crop up in such an arrangement. Once we are able to understand them, we will be able to fix the loopholes,” said Sawaleshwarkar.

The Pune city postal department has 1,504 personnel across 149 post offices. The postal work handled by Pune Postal Department is significantly high. On an average, 49,000 speed post articles are handled by the computerised National Sorting Hub every day. Around 70 per cent growth in parcel traffic has been registered by Pune Region in 2016-17.

Ministry of Railways permits m-Aadhar as one of the prescribed proofs of Identity for Rail Travel Purpose.

Ministry of Railways has decided to permit m- Aadhar (Aadhar card on mobile app namely m- Aadhar launched by UIDAI) as one of the prescribed proofs of Identity for Rail Travel purpose in any reserved class.

m-Aadhar is a mobile app launched by UIDAI on which a person can download his/her Aadhar Card. It can be done only on the mobile number to which Aadhar has been linked. For showing Aadhar, the person has to open the app and enter his/ her password to show the Aadhar Card.

m-Aadhar when shown by the passenger on his/her mobile after entering the password should be accepted as proof of identity for undertaking journey in any reserved class over Indian Railways. It is effective from 8th September 2017.

The Union Cabinet on Tuesday approved the release of an additional 1% of dearness allowance (DA) to Central government employees and dearness relief (DR) to pensioners.
This will be applicable retrospectively from July 1, 2017.
“The release of the additional instalment of DA represents an increase of 1% over the existing rate of 4% of the basic pay/pension, to compensate for price rise,” the government said.

Gratuity parity

The Cabinet also approved a proposed law amendment to double the maximum gratuity payout to private sector workers from ₹10 lakh to ₹20 lakh, a government release said.
According to the government, the combined impact on the exchequer on account of both DA and DR increases will be ₹3,068.26 crore per annum and ₹ 2045.50 crore in the financial year 2017-18 (for the eight months from July 2017 to February 2018).
“This will benefit about 49.26 lakh Central government employees and 61.17 lakh pensioners,” a government release said.

Gratuity hike

The Cabinet also approved a proposed law amendment to double the maximum gratuity payout to private sector workers from ₹10 lakh to ₹20 lakh.
The Payment of Gratuity (Amendment) Bill, 2017, will be introduced in Parliament soon to bring parity between public and private sector workers. The gratuity limit for Central government employees was raised from ₹10 lakh to ₹20 lakh as part of the Seventh Pay Commission’s recommendations approved by the Centre in July last year.
“Therefore, considering the inflation and wage increase even in case of employees engaged in private sector, the government is of the view that the entitlement of gratuity should be revised for employees who are covered under the Payment of Gratuity Act, 1972,” the Union Labour and Employment Ministry said in a statement.
Under the present law, workers who complete five years of continuous service are eligible to gratuity when they leave the organisation. The Payment of Gratuity Act, 1972, applies to establishments employing 10 or more persons.
The gratuity ceiling was last revised from ₹3.5 lakh to ₹10 lakh in 2010 after the Sixth Pay Commission raised the limit for Central government employees.

Gratuity ceiling raised to Rs.20 lakh from 01-01-2016

Cabinet approves introduction of the Payment of Gratuity (Amendment) Bill, 2017 in the Parliament
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for introduction of the Payment of Gratuity (Amendment) Bill, 2017 in the Parliament.
The Amendment will increase the maximum limit of gratuity of employees, in the private sector and in Public Sector Undertakings/ Autonomous Organizations under Government who are not covered under CCS (Pension) Rules, at par with Central Government employees.
Background:
The Payment of Gratuity Act, 1972 applies to establishments employing 10 or more persons. The main purpose for enacting this Act is to provide social security to workmen after retirement, whether retirement is a result of the rules of superannuation, or physical disablement or impairment of vital part of the body. Therefore, the Payment of Gratuity Act, 1972 is an important social security legislation to wage earning population in industries, factories and establishments.
The present upper ceiling on gratuity amount under the Act is Rs. 10 Lakh. The provisions for Central Government employees under Central Civil Services (Pension) Rules, 1972 with regard to gratuity are also similar. Before implementation of 7th Central Pay Commission, the ceiling under CCS (Pension) Rules, 1972 was Rs. 10 Lakh. However, with implementation of 7th Central Pay Commission, in case of Government servants, the ceiling now is Rs. 20 Lakhs effective from 1.1.2016.
Therefore, considering the inflation and wage increase even in case of employees engaged in private sector, the Government is of the view that the entitlement of gratuity should be revised for employees who are covered under the Payment of Gratuity Act, 1972. Accordingly, the Government initiated the process for amendment to Payment of Gratuity Act, 1972.

Today’s meeting held in postal board room. In this meeting official side Secretary post shri A. N. Nanda, Additional DG Mj. Ms Meena Dutta, Member (P ) Ms Achala Bhatnagar, DDG (Estt.) Ms Smariti Saran, DDG (SR & VP) and ADG (SR) were present.

From AIGDSU, General Secretary SS Mahadevaiah , Working president shri Rajendra Prasad, Asst. GS C.B. Tiwari & CHQ Treasurer shri Lakhavinder Pal Singh were present.

Secretary Post expressed his concern about GDS Employees and 
 business & future changes in GDS Service. He explained the developments taking place in GDS service conditions in last few years.  He assured all cooperation & early clearance from Ministry of Finance. He said he will see this matter personally. If there is any issue on which AIGDSU is not agreed then department of post would consider these issues sympathetically with mutual consultation from time to time.

GDS COMMITTEE REPORT STATUS

Today on date 11.09.2017 in the forenoon I met the higher officers of the Department and enquired about the status of GDS committee. They told that some queries were raised by the Finance Ministry. Reply on those queries have been sent and it is in final stage and may be received in Directorate very soon.

After receipt from Finance Ministry implementation process will be started. The officers of Department have told that they will not make any delay in implementation of GDS Committee Report after receiving approval from Finance Ministry.
