GDS CIRCLE WELFARE FUND SCHEME - 2013

          The Guidelines for Grant of Financial Assistance & Grant of Loan under Circle Welfare Fund for GDS has been issued by the Directorate vide lr. No.19-31/2012-WL/Sport dated 02-12-2013.

Important points Instructions:


>All the regularly appointed GDS as on record will become the members under this scheme.

>The GDS will have to fill in an application in prescribed format (Form-I) for joining in the CWFGDS and to submit the same in the Divisional office.

>Leave substitutes & provisionally appointed GDS in leave arrangement are not eligible for the benefits of the Fund.

>@ Rs.20- per month, a lumpsum of Rs.240- will be deducted in the monthly salary of every April.

>From Govt. side @ Rs.100- per year for one GDS will be added to the Fund.

>Applications should be sent through the Divisional Office.

>A Regional level / Circle level committee will decide the sanction of grant / loan

>Every quarterly months all the applications will be persuaded for sanction but not for death relief sanctions.

>Terms & conditions will be applied for sanction of grant / loan.

>Recovery of Rs.120- has been made in the salary of October 2013 for six months (i.e, from October 2013 to March 2014)

>Funds are also has been allotted to the Circles vide Lr. No.19-31/2012-WL/Sport dated 14-10-2013.

CWFGDS has three components for sanction of grant to  GDS:

(i) Financial Assistance :

1. Financial Assistance to families of deceased GDSs to meet immediate expenses following death, irrespective of whether death occurs during duty / outside duty hours ---  Rs.10,000/-

2. Death due to terrorist activity / dacoity while on duty --- Rs.1,50,000/-

3. Financial assistance in case of death of GDSs due to riots, attack by robbers & terrorists while not on duty --- Rs.12,000/-

4. Financial Assistance in case of death of GDSs while being on duty due to accident --- Rs.25,000/-

5.Funeral expenses on death of GDS (payable in cases in which last rites of deceased GDS are performed by brothers or sisters or near relatives in the absence of any other next of kin) --- Rs.5,000/-

6. Financial Assistance in case of major surgical operations in ailments, like Cancer, brain hemorrhage, kidney failure / transplant, heart surgery etc,.-- Rs.20,000/-

7. Financial Assistance in case of accident of GDS while being on duty requiring hospitalization for more than three days ---  Rs.5,000/-

8. Financial Assistance for nutritional diet to GDS suffering from TB (only once for a maximum period of six months, provided the GDS has put in at least six years of service & treatment is taken in Govt. hospital ---  
Indore treatment- Rs.400/- p.m
Outdoor treatment- Rs.200/- p.m

9. Grant of scholarship under educational schemes to the children of GDS (as per existing terms & conditions) --- IIT, AIIMS & IIM = Rs.1,000/- p.m

Technical Education -  

Degree = Rs.280-pm 
Diploma=Rs.190-pm

Non-Technical Degree --  

BA/BSc/BCom/Degree in Fine Arts = Rs.150-pm 
ITI certificate course =Rs.940- p.a

10. Incentive for excellence in academic achievement for 10th & 12th class position in Circle/Region 

1st Position = Rs.10,000/- 
2nd Position =Rs.8,000/-
3rd Position =Rs.7,000/-
4th Position =Rs.6,000/-
5th Position = Rs.5,000/-

11. Scholarship for physically handicapped children of GDS (for maximum 8 years & as per the existing terms & conditions) -- Rs.200- p.m

12. Maternity Grant to woman GDS --- Equivalent to three months TRCA with DA for the birth up to two children only.

13. Financial assistance in case of natural calamities like fire, floods etc., ---  Rs.5000-

(ii) Repayable Loan at 5% rate of Interest :

1. For construction of one room with flush toilet facilities for housing the Branch Post Office --  Rs.50,000/-

2. For purchase of Computer / Laptop to encourage computer literacy among the GDS --- Rs.20,000/-

3. For purchase of moped / scooter / motor cycle which will also facilitate travel while discharging duty like exchange of BO Bag, visit to Account office etc.,---  Rs.20,000/-

(iii) One Time Repayment at the Time of Retirement :

1. Less than 5 years -    No amount payable
2. 5 years from the date of start of contribution - Rs.1000/-
3. 10 years from the date of start of contribution  - Rs.2000/-
4. 15 years from the date of start of contribution -  Rs.3000/-
5. 20 years from the date of start of contribution - Rs.4500/-
6. 25 years from the date of start of contribution -  Rs.5500/-
7. 30 years from the date of start of contribution -  Rs.6500/-
8. 35 years from the date of start of contribution -  Rs.8000/-
9. 40 years from the date of start of contribution -  Rs.9000/-
10. More than 45 years from the date of start of contribution

New System Of Membership Verification for recognisation of GDS service Unions.

■DoP is introducing a new system for verification of GDS in which new Declaration form previously numbered will be sent to each employees by the Divisional Head who will fill up,sign it,and drop it in the Divisional office in a separate box.

■understand this is to avoid dual decoration submission.

■DoP is likely to call a meeting with General Secretaries of GDS Unions to discuss the matter.

■The Federal Working Committee held on 10.10.2017 at Chennai and discussed verification issues and unanimously decided to hold a Central Working Committee Meeting consisting Group C,P4 and NUGDS at Mysuru, Karnataka Circle from 13.12.17 to 14.12.2017.

Formal notice will be issued shortly.

Rural people to get affordable life insurance services - Manoj Sinh

      The Minister for Communications Shri Manoj Sinha today launched the Sampoorna Bima Gram (SBG) Yojana and an initiative for expansion of clientele base of Postal Life Insurance.  Talking to media after launching the schemes here, the Minister said that the vision of the Prime Minister Shri Narendra Modi to provide banking services through the postal network needs to be taken forward to provide affordable life insurance services to people living in rural areas of the country. He said that all villages under the Saansad Adarsh Gram Yojana will be brought under its ambit.

         The Minister said, under Sampoorna Bima Gram (SBG) Yojana, at least one village (having a minimum of 100 households) will be identified in each of the revenue districts of the country, wherein endeavour will be made to cover all households of that identified village with a minimum of one RPLI (Rural Postal Life Insurance) policy each.  Coverage of all households in the identified Sampoorna Bima Gram village is the primary objective of this scheme.

         Shri Sinha said, under the scheme expansion of clientele base of PLI, it has now been decided that benefits of PLI will no more be confined to Government and semi-Government employees, but will also be available to professionals such as Doctors, Engineers, Management Consultants, Charted Accountants, Architects, Lawyers, Bankers etc. and to employees of listed companies of NSE (National Stock Exchange) and BSE (Bombay Stock Exchange).  The decision has been taken to enlarge the cover of social security and bring maximum number of people under the protection of Postal Life Insurance (PLI). He said that the postal policies have low premium and high bonus, unlike the Private ones.

         The Minister added that the Government is committed to the cause of complete wellbeing of citizens of this country.  Expansion of clientele base of Postal Life Insurance (PLI) and ensuring coverage of Rural Postal Life Insurance (RPLI) to all households of Sampoorna Bima Gram villages in each district of the country is a step in that direction. These two major initiatives being undertaken by Department of Posts will serve as an instrument of securing lives of people as well as enhancing financial inclusion.

Postal Life Insurance (PLI), introduced in 1884, is one of the oldest life insurance schemes for benefit of Government and semi-Government employees.  Rural Postal Life Insurance (RPLI), introduced on March 24, 1995 on recommendations of Malhotra Committee, provides insurance cover to people residing in rural areas, especially weaker sections and women living in rural areas. Low Premium and High Bonus is the unique feature of PLI and RPLI schemes.  As on March 31, 2017, there were 46.8 lakh PLI and 146.8 lakh RPLI policies across the country.  


        The insurance industry in India has undergone transformational changes after liberalisation of the insurance sector in the year 2000, subsequent to setting up of the insurance regulator Insurance Regulatory and Development Authority of India (IRDAI).  In such a competitive scenario, it is felt that there is an urgent need for Postal Life Insurance (PLI) / Rural Postal Life Insurance (RPLI) to redefine itself.

GDS MEMBERSHIP VERIFICATION PROCESS ....

Dear Comrades,

The ongoing process of GDS membership Verification has been stopped by the department.

Reasons for the situation not mentioned anywhere in the letter issued by the department.

Further it is categorically mentioned that 'fresh procedure / process to be adopted would be conveyed in due course'.

NFPE & AIPEU-GDS CHQ are assessing the position on the decision of the department.

NFPE has called for an emergent Federal Secretariat meeting on 7th October 2017 to review the developments on the subject.

GENERAL INFORMATION AND FACTS ABOUT INDIAN POSTAL SERVICES

Indian postal service also known as Indian post office is a most widely distributed postal system in the world (second is china). Indian postal service is run by Indian government. It is a part of Ministry of communications and information technology.




o    The first post office in India was established by British East India company in Bombay in 1764.
o    Postage stamps were first used in India in 1852 at district of scinde (also known as scinde dawk). On 1st October 1854, the first all India stamp was issued. Post independence, India's first postal stamp was issued on 21 November 1947. Independent India's first postal stamp depicted the picture of national flag of India. Mahatma Gandhi was the first person whose picture was depicted on free India's stamp (1948).
o    India is divided into 23 postal circles. Each circle is divided into regions. Regions are also further divided into divisions and subdivisions. Beside 23 circles, there is also a base circle. Which provides postal services to Indian armed forces. Each circle is headed by chief postmaster general and region is headed by postmaster general.
o    Pincode system was introduced in India on 15 August 1972 by Shriram Bhikaji Velankar. In 1880 money order service was first started.
o    Indian pincode is six digits long. The first digit represents the region, second digit represents the subregion, the third digit identifies the district of the region and last three digits are assigned to the post offices.
o    On 18 February 1911, world's first official airmail flight was started. World's highest post office is located in Hikkim, Himachal Pradesh, India ( height is 4,700 m).
o    Due to the increase of digital services, Indian Post had terminated two important services - Telegram (in 2013) and Money order (in 2015).
o    In 2008, Project Arrow was launched to reform the Indian Postal Services to make it more people friendly and digital.
o    Beside postal services, Indian post offices also offers different financial services too.
