Subject: Grant of Scholarship to the Children of Postal & GDS Employees.
I am directed to inform you that with reference to letter No.13-1/93-WL&Sports dated 20.05.1993, 1-1/2017-WL & Sports dated 30/31.01.2018 and 19-31/2012-WL/Sport dated 02.12.2013, scholarship for the wards of postal as well as GDS Employees, the following decisions have been taken which are conveyed as under:

I am directed to inform you that with reference to letter No.13-1/93-WL&Sports dated 20.05.1993, 1-1/2017-WL & Sports dated 30/31.01.2018 and 19-31/2012-WL/Sport dated 02.12.2013, scholarship for the wards of postal as well as GDS Employees, the following decisions have been taken which are conveyed as under:

1 | If a Postal/GDS employees who could not apply to the scholarship for his ward initially at the year of taking admission to the college i.e. in 1st year degree/diploma course after passing 12th exam, can he/she be considered eligible to the scholarship for subsequent years i.e. 2nd/3rd/4th year as the case may be, in which he/she applies. | He/she may apply in 2nd year and eligible for the Scholarship from current year i.e. 2nd yr to final yr. |
2 | If a Postal/GDS who applies for the scholarship first time directly in the final (3rd or 4th as the case may be) year academic degree/diploma course and requested to grant Scholarship for previous academic years of his ward (1st year /2nd year/3rd year as the case may be) along with current year, can he be given scholarship for each previous year + current year altogether, if applied for. | He/she may apply in 3rd year and eligible for the scholarship from current year i.e. 3rd yr to final yr and in case of apply in final yr, eligible only for final yr. |
3 | If a postal/GDS who applies for the scholarship first time directly in the after completing academic degree/diploma course and requested to grant scholarship for previous academic years of his ward (1st year /2nd year/ 3rd year/final year as the case may be) can he be given scholarship for each previous year altogether, if applied for | He/she may not apply after completing academic year / diploma course. |
- This will be applicable for the ward of postal as well as GDS Employees
3. These change will be applicable for the wards studying in IIT/AIIMS/IIM Medical/Technical Education/PG in Degree/Diploma and non technical Education. This will be applicable from FY-2018-19.

Sub:- Observance of three phase countrywide agitationalprogramme by GDS JCA
Sir,
As you are aware non-implementation of positive and basic recommendations of kamlesh Chandra committee on G.D.S Employees viz., implementation with effect from 01st of January 2016, gratuity Revision, SDBS/pension, 30 days paid leave, Enhancement of composite allowance, financial up gradation on completion of 12, 24 and 36 years of service etc. has generated resentment and discontentment among the G.D.S employees. It is pertinent to mention here that although discussions were held at Directorate, I am sorry to state that no progress is observed so far on any of the issues. Under the circumstances we are compelled to observe three phase fast Programme of agitation.
The above three GDS Unions, JCA decided the following countrywide agitational programme to settle the charter of demands.

1.25-09-2018 : One day country wide hunger fast infront of Divisional Offices
2.04-10-2018 : One day country wide hunger fast in front of Circle Offices.
3.10-10-2018 : One day massive hunger fast in New Delhi.
CHARTER OF DEMANDS
1) GDS committee report as a whole be implemented with effect from 01st of January 2016.
2) Change the formula already adopted for calculation of arrears.
3) Change of upper limit of gratuity from Rs 1,50,000/- to Rs 5,00,000/-
(a) GIS limit should be enhanced to Rs.5,00,000 with the subscription of Rs.500/-
4) 10% of the TRCA of the GDS should be recovered towards SDBS contribution and the Government to contribute equal share.
(a) And also EPF Scheme to be introduced to GDS as recommended by the GDS Committee. This was also recommended by the previous GDS Committees.
5) GDS should be granted 30days paid leave in a year and the leave should be allowed to be carry forward subjected to the maximum of 180 days and provide encashment of the leave.
6) Grant Children Education allowance Rs.6000/- per child per Annum.
7) Enhance composite allowance to the BPMs from Rs500/- to Rs 1600/- Also grant composite allowance to ABPMs & GDS working in classified cities and the GDS working in Departmental Offices etc., wherever applicable.
8) GDS employees should be granted financial up gradation on completion of 12, 24 and 36 years of service in the form of grant of additional increments.
(a) Point to point fixation to be ordered instead of bunching of TRCA scales.
9) Limited transfer facility to GDS on request should be relaxed. There shall not be any drop in wage scale on account of a request transfer. The transfer of GDS will be approved by Divisional head if the transfer is within the Division, by regional PMG if it is within the region by HOC if the transfer is within the Circle.
10) Voluntary discharge schemes for the GDSs: 3 types of voluntary discharge schemes as recommended by GDS committee for the GDSs’ who are willing to quit the post before the discharge at the age of 65 years should be implemented.
11) All discharge benefits (retirement benefits) should be implemented retrospectively, w.e.f 01 January 2016.
12) Put off duty may be averted by transferring the GDS to another place.
13) Incentive system should be abolished for India post payment bank (IPPB) work. Enhance the working hours of branch post office and GDS officials concerned after introducing the IPPB.
14) GDSs’ should be allowed to get discharge from the service on the last day of the month in which He/She attains the 65 years of the age.
15) All single handed branch post offices should be provided with one more hand to upgrade to double handed office.
16) Employees’ state Insurance ( ESI) facility to be extended to Grameen Dak Sevaks wherever E.S.I dispensaries and hospitals are available the country.
The programme will be a peaceful one.

SUB: SOLIDARITY TO GDS AGITATIONAL PROGRAMES
Comrades,
As you are aware that GDS Committee Report headed by Sri Kamlesh Chandra was implemented by the Govt. of India w.e.f. 01.07.2018 after a long struggle of 16 days indefinite strike conducted by All GDS employees under leadership of AIPE Union GDS and other three unions NFPE had extended solidarity support by various ways of agitational programmes during the entire period of Strike.
In Some circles all NFPE members conducted strike from 4 days to 10 days. Kerala comrades conducted 10 days Strike in support of GDS Strike.
NFPE pays red salute to all GDS and regular employees who conducted strike and various agitational programmes which made the strike grand success and the Central Govt. was forced to implement GDS committee Report. The Govt of India has not implemented so many positive recommendations given by Sri Kamlesh Chandra Committee. Only pay revision and very few other recommendations have been implemented.
The new pay scales which require to be implemented from 01-01-2016 have been given effect from 01.07.2018. From 01.01.2016 , only 2.57 factors has been given. The GDS employees are much more frustrated and agitated . AIPEU GDS and other two unions have held meeting and decided future course of action and charter of demands. Which is mentioned below.
We as NFPE endorse the agitational programmes and charter of demands of GDS Unions and appeal to entire rank and file to extend full solidarity support , help, co-operation and participation to make the agitational programmes successful.

Presently, almost all central govt departments are having five day week with 7 hours work per day, except in postal department where it is still six days a week and eight hours a day. The logic behind putting postal employees into this kind of arduous working hours might be based on the nature of indispensability of a proper communication system and affordable small savings financial services . In the present day market enthused options and choices , it is worth reviewing the working hours prevalent in postal operative offices.
1. With the heavy work and new projects implementations, the employees in postal operative offices are forced to sit late at offices beyond already lengthy stipulated office hours., This in effect , reduces the time to be spent with their dear and near thereby affecting their smooth family environment.
2. Each employee has to find time for many family and social obligations such as paying utility bills, availing govt services as a citizen ,social functions etc. The lengthy daily schedule makes a postal employee either insincere towards his work by finding time for the aforesaid compulsions out of duty hours, or apathetic to the general aspects of duty bound citizenry. It is quite doubtful whether even the successive pay commissions have studied this aspect with due consideration and in the right perspective.
3. Setting an optimum working hours in a department is essential for the targeted productivity and profitability.
4. Unfortunately the reduced working hours for the postal department has never been suggested by our administrative offices sometimes for the reason that already the officials there enjoy five day week .
5. Recently the government has declared the 2nd and 4th Saturdays of every month as public holiday for banks in India accepting the long pending demand from the workers.
In view of the above aspects, we would like to put forward the demand of declaring 2nd and 4th Saturdays as closed holidays for all postal operative offices. Moreover, Considering the lengthy eight hours daily work, the no. of casual leaves to be enhanced from the present, trivial eight in numbers to twelve.
