హైదరాబాద్‌, ఆగస్టు 1 (ఆంధ్రజ్యోతి): చిన్న చిన్న రుణాల కోసం రైతు బ్యాంకుకే వెళ్లాల్సిన అవసరం లేకుండా గ్రామాల్లో తపాలా బ్యాంకులను ఏర్పాటు చేయాలని భావిస్తున్నట్లు కేంద్ర కార్మిక శాఖ మంత్రి బండారు దత్తాత్రేయ తెలిపారు. శనివారం తపాల, టెలికాం, ఎస్‌టీపీఐ (సాఫ్ట్‌వేర్‌ టెక్నాలజీ పార్క్స్‌ ఆఫ్‌ ఇండియా) శాఖలకు చెందిన ఉన్నతాధికారులతో ఆయన సమావేశమయ్యారు. ‘‘గ్రామగ్రామాన సేవలు అందిస్తున్న తపాల శాఖను కేంద్ర పథకాల అమలుకు సమర్థంగా ఉపయోగించుకోవాలని భావిసున్నాం. ఇందులో భాగంగా తొలిదశలో తెలంగాణలో ప్రయోగాత్మకంగా గ్రామాల్లో తపాల బ్యాంకును ఏర్పాటు చేయాలనుకుంటున్నాం. రెండు తెలుగు రాష్ట్రాల్లో ఈ ప్రక్రియను అమలు చేస్తాం. తద్వారా చెల్లింపులతో పాటు రైతుకు రూ.25 వేల వరకు రుణాలు అందించాలని భావిస్తున్నాం. దానికి అవసరమైన లైసెన్సు కోసం కృషి చేస్తాం’’ అని ఆయన అన్నారు. రైతులు పండించిన పంటల్ని ఫొటోలు తీసి, అందుబాటులో ఉన్న పంట మొత్తాన్ని ఒక వెబ్‌సైట్‌లో పొందుపరుస్తామని, ఆసక్తి ఉన్న వారు వచ్చి పంట కొనుగోలు చేసుకోవచ్చుని దత్తాత్రేయ చెప్పారు. ఈ ప్రయోగం ద్వారా దళారులను నియంత్రించి రైతులకు నేరుగా ప్రయోజనం అందేలా చూస్తామన్నారు. పంట కొనుగోలు తరువాత రవాణా బాధ్యత తపాల శాఖ చూసుకుంటుందని వివరించారు. అంతేగాకుండా.. కార్మిక శాఖ ఆధ్వర్యంలో ఉన్న ఉపాధి కల్పనా కేంద్రాలను పోస్టల్‌ శాఖతో అనుసంధానిస్తామని, తద్వారా గ్రామీణ ప్రాంతంలోని నిరుద్యోగాన్ని అంచనా వేసి ఉద్యోగాలపై సర్వే చేస్తామన్నారు. ఇక టెలిఫోన్‌ శాఖ ద్వారా రెండు రాషా్ట్రల్లోని గ్రామీణ ప్రాంతాల్లో ఆప్టిక్‌ఫైబర్‌ నెట్‌వర్క్‌ ఏర్పాటును మూడేళ్లలో పూర్తి చేస్తామన్నారు. బ్యాంకులు, ప్రాథమిక ఆరోగ్య కేంద్రాలు, పోస్టాఫీసులు, సెల్‌ టవర్లు, టెలిఫోన్‌ ఎక్స్ఛేంజ్‌లకు 24 గంటల పాటు నిరంతరాయ విద్యుత్‌ను అందజేస్తామన్నారు. ప్రస్తుతం హైదరాబాద్‌, బెంగుళూరు లాంటి మెట్రో నగరాలకే పరిమితమైన ఐటీ రంగాన్ని పలు పట్టణాలకూ విస్తరిస్తామని దత్తాత్రేయ అన్నారు.

Expected Date for Submission of 7th Pay Commission Report and its important recommendations – Sources

As the 7th pay Commission itself declared that the work of compilation and finalization of the report is underway, it is the time for expecting the date on which the report will be submitted after it is finalized. The stipulated time for submitting the report is 18 months from the date of notification issued. In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary

The 7th pay commission has been given 18 months’ time from date of its constitution to make its recommendation. Hence the tentative date for submission of Report will be 30th August 2015.

The sources close to the 7th Pay Commission, on the condition of anonymity told that the 7th pay Commission Report is almost finalized and the Report is expected to be submitted on or before 14th August 2015. The Leaders representing one of the railway federations in the staff side also confirmed this news.

According to the Sources the important Points of the Pay Commission’s Recommendations are ..

1. There will be no running Pay band and Grade Pay System 

2. The uniform multiplication factor for arriving revised pay will be 2.86 

3. The Pay scales will be open ended to avoid stagnation in the scales 

4. The Minimum Pay will be Rs. 21000 

5. The CCA will be separated into two components as it was in the fifth CPC 

6. Percentage of HRA will remain same. 

7. The Criteria for retirement age will be either completion of 33 Years of service or at the age of 60 Years whichever is earlier. 

8. CGEGIS Insurance Coverage and Monthly premium will be increased 

9. Classification of Posts will be Modified 

10. The 7th Pay Commission recommendation will be implemented with effects from 1.1.2016.

Further ,the sources told that the Committee of Secretaries will be appointed to study the report and analyze the financial implications upon implementation of 7th pay commission recommendation. An ally of NCJCM Staff Side told that the Staff Side also will be invited by the third week of September 2015 by this Committee before giving its final nod for approval for this Recommendation.

KOLKATA: Union Minister for Information and Technology and Communications Ravi Shankar Prasad said rural post offices across the country will also function as common service centres (CSCs) providing e-services.

He said this while asserting that the postal department had a crucial role to play in bringing in digital revolution in the country.

"Our vision of digital India is to ensure that from a mason to barber to a tyre puncture repairer, all can access newer avenues of growth using communications equipment like a smart phone," said Prasad while inaugurating the revamped building of Bhowanipore post office here.

"We are also committed to developing e-commerce, e-education and e-health. This is the larger vision of digital India. And in this digital India initiative, rural post offices have a very crucial role to play.

"We have decided that all the 1.30 lakh rural post offices should also become common service centres (CSCs) to further provide services," the minister added.

Implemented under the National e-Governance Plan and formulated by the Department of Electronics and Information Technology, the CSCs are ICT-enabled front end service delivery points at the village-level for delivery of government, financial, social and private sector services in the areas of agriculture, health, education, entertainment, FMCG products, banking, insurance, pension, utility payments etc.

Prasad said he expected the Reserve Bank of India to grant payment license to the proposed Post Bank of India by July.

"We expect to get the RBI nod by July. With 1,54,000 post offices the new initiative will usher in a financial revolution across the country," he said.

Hailing the services by the postal department, Prasad said it has done a business of Rs.500 crore in the year in e-commerce besides opening over 52 lakh accounts under the Sukanya Samriddhi Yojna receiving over Rs.1,000 in deposits.

"Whatever, be the decline in services, people still respect the Indian Railways and the postal services. I urge you all to build upon that respect and contribute towards the growth of the country," said Prasad, urging the employees to contribute towards the government's initiative to modernise the postal department.

Prasad also said state-run BSNL was also on the road to recovery.

"Now BSNL is running into losses in excess of Rs 8,000 crore. But in 2004, it earned a profit of Rs 10,000 crore. So we decided to revive it ... BSNL already has added 47 lakh new customers and its revenue has risen by 2%," he said.

The minister also said there would be 100 crore mobile connections in the country in next few years.

"In a country with a population of 125 crore, we now nearly 101 crore phone connections of which 98 crore are mobile phones. In the coming few years, we will have over 100 crore mobile phone connectivity across the country," Prasad said.

"Studies show that a country with more broadband connections has greater impact on the GDP growth.

"So we are bringing national optical fibre network connecting over 2.5 lakh gram panchayats across the country, we are bringing in broadband revolution," he added
